CITIZEN ADVISORY COMMITTEE PUBLIC HEARING – FEBRUARY 17, 2020

 

 

It is time to begin the application process for the 2020-2025 Consolidated Plan and 2020-2021 Community Development Block Grant (CDBG) and HOME Programs. The process requires that an Annual Action Plan for the Consolidated Plan be prepared each year. Prior to the release of the Annual Action Plan, the City must hold a public hearing to solicit proposals from the public, the first of which will be Monday, February 17, 2020 at 5:30 p.m. in the City Commission chambers on the fourth floor of City Hall.

 

Once drafts have been prepared and disseminated, another public hearing must be held to solicit comments about the document.  A mandatory 30-day comment period is required once a summary of the plan has been published and copies disseminated at the public library and City Hall. After these tasks are completed the documents are forwarded to the City Commission for their consideration and must be submitted to HUD 45 days prior to the beginning of the City's program year. Subsequent important dates and meetings are as follows:

 

  • February 24, 2020 – 30-day public comment period begins;

  • March 10, 2020 – The first presentation of the  Consolidated and Annual Action Plan at the Owensboro Board of Commissioners work session at 12:00 p.m. at in Commission chambers (also streamed live on Facebook);

  • March 19, 2020 – Northwest NRSA Advisory Team Meeting at 5:15 p.m. in City Hall Commission chambers.

  • March 23, 2020 – Second public hearing of the Citizens Advisory Committee at 5:30 p.m. in City Hall Commission chambers;

  • April 7, 2020 – Public meeting to present the municipal order approving the Plans to send to  HUD for HUD approval at the Owensboro Board of Commissioners public meeting at 5:00 p.m. in City Hall Commission chambers;

  • May 8, 2020 – Submit Consolidated Plan and Annual Action Plan to HUD.

 

The purpose of these hearings and public meetings is to review the past year's Community Development performance and to obtain views and proposals of interested citizens on community development, housing needs and priorities for the City's 2020-2025 Consolidated Plan and the 2020-2021 Annual Action Plan. Verbal and written citizen comments will be considered. Any person needing a translator or having special needs should contact Abby M.
